1. Shackle (properly sized to prevent hose end fittings from passing through but allow room for the security cable to pass beside the fuel hose). Clean and secure threads with thread locking sealant; i.e. Locktite and several wraps of stainless steel locking wire twisted with the ends bent back into eye of pin to avoid sharp edges. Or you could fill eye of pin with 2 part epoxy. Removal would require more tools and time. A small padlock could be used to accomplish the same thing but equates to higher maintenance with the tumblers and salt, but removal would require a key or bolt cutters.
2. Coil the hose tightly (about 8"diameter), and then take a short cable (12-15") with 2 eyes and wrap around the fuel hose and run another cable through the first one or through an eye. While not "totally" locked, one would have to uncoil the hose one wrap at a time making it a very unattractive and difficult target. The tighter the coil, the more trouble to uncoil and undo. Thread dinghy locking chain or cable through this eye, fuel tank, outboard etc.
3. Use cable ties (large wide, black, heavy duty) around hose and fuel tank handle. Removal would require cutting. This is similar to the other fuel line suggestion above.
